USNSC

UNITED STATES NATIONAL SECURITY COUNCIL

AGENDA ITEM :

AMERICAN GANGSTER: FRANK LUCAS

INTRODUCTION TO THE COMMITTEE

The United States National Security Council (USNSC) is a high-level government body responsible for determining and coordinating the United States' national security and foreign policy decisions. Under the direction of the President, this body plays a pivotal role in ensuring national security and shaping the implementation of security strategies. Established in 1947 by Harry S. Truman, the USNSC has assisted the President in matters related to national security and foreign policy.

In this year's ÅžehreminiMUN, the USNSC Committee's agenda item will be Frank Lucas. Active in the 1970s in the United States, Frank Lucas became one of the most notorious and influential drug lords in the world, due to his trafficking of high-purity narcotics and his vast global network. Lucas didn’t just operate at the street level; he forged connections with law enforcement, politicians, and government officials, elevating his business to an international scale. As noted by figures like Sterling Johnson, Frank Lucas was, during his time, the most significant drug trafficking case worldwide. Uniquely, he directly sourced drugs from the source, bypassing intermediaries, and handled both the procurement and distribution himself.

Delegates in the USNSC Committee, in roles such as National Narcotics Judges, Secretary of State, and Secretary of Defense, will be responsible for discussing and formulating strategies to apprehend and prosecute this notorious international drug lord. Their discussions will require high-level coordination and strategic thinking, with the proper use of their powers being key to the success of capturing this dangerous criminal.
